Culver City is small and almost completely surrounded by the City of Los Angeles, with unincorporated county land to the east and southwest. That means three different agencies can be responsible for an ADU within a couple of miles of each other. Inside the city, Current Planning and Building Safety handle the work. For Palms, Del Rey and Cheviot Hills, LADBS is the permit office. In Ladera Heights and View Park-Windsor Hills, Los Angeles County does.
Postal addresses near the boundaries do not always match city limits. We look up each parcel before any design work, so the plans are drawn to the right rules from the start.

Culver City Neighborhoods for ADU Construction
The city recognizes 15 neighborhoods, and we work across all of them. On the flat streets of Carlson Park, Sunkist Park, McManus, Clarkdale and Culver West, the usual projects are garage conversions, backyard cottages and junior units in older single-family homes. These lots tend to be straightforward to build on, and the city's pre-approved PRADU plans often fit.
Blair Hills and Blanco-Culver Crest are hillside neighborhoods, and the city's fire hazard zone falls mostly on Blair Hills. Projects there involve more site work and fire-resistant construction. Fox Hills is a different story: its 1970s apartment and condominium buildings fall under the multifamily ADU rules.
Los Angeles City Neighborhoods Next to Culver City
Palms, LA's oldest annexed neighborhood, is mostly apartment buildings with a single-family pocket in the northwest. Del Rey is surrounded on three sides by Culver City but belongs to Los Angeles. Cheviot Hills, founded in 1924 between two studio lots, has period homes on established streets.
All three follow City of Los Angeles zoning and LADBS permitting, with LADWP supplying both water and power. Culver City's PRADU plans are not available there, so each project is drawn for LA review.
Unincorporated LA County Communities We Serve
Ladera Heights borders Culver City to the east, and View Park-Windsor Hills lies just beyond it. Neither has a city government, so Los Angeles County reviews and permits ADUs through its Regional Planning and Building and Safety offices.
Both communities include sloped lots on the Baldwin Hills side, which makes attached units, garage conversions and lower-level JADUs common choices. We check current fire hazard maps and utility providers for each parcel, since those can vary across unincorporated areas.

FAQs
Culver City Area ADU Service Questions
How do I know whether my home is in Culver City or Los Angeles?
Check the parcel record or the county assessor's map rather than your mailing address. We confirm jurisdiction for every project before design starts.
Do ADU rules differ between Culver City, Los Angeles and the county?
State law sets the same baseline everywhere, including by-right units, setbacks and review deadlines. Each agency then applies its own standards, forms, fees and inspection process within that framework.
Which neighborhoods near Culver City have fire zone requirements?
Inside Culver City, the Very High Fire Hazard Severity Zone mainly affects Blair Hills. For other hillside parcels, including those in county areas, we check the current adopted map.
Do you work in Marina del Rey or Mar Vista?
Our neighborhood pages cover the areas listed here. If your property is nearby, describe it in the consultation request and we will let you know whether it fits our service area.
