ADU Permits From the City of Culver City

Permits are where most ADU projects slow down. We prepare the application, submit it to the right agency and work through plan check comments until the building permit is issued.

Who Reviews ADU Permits in Culver City

Within Culver City's boundaries, ADU review is split between two divisions of the Planning and Development Department. The Current Planning Division checks zoning compliance under Municipal Code Section 17.400.095, covering items like setbacks, height, unit size and parking. The Building Safety Division reviews the construction documents for structural, energy, plumbing, electrical and fire code compliance, and issues the building permit.

The city publishes an ADU Handbook, prepared with RRM Design Group in February 2024, which walks homeowners through the process. Planning staff answer ADU questions at City Hall. We read the handbook against the current code for each project, since state law has changed several times since it was written.

Water sign-offs come from whichever provider serves the parcel (LADWP in some parts of town, Golden State Water in others). Electrical service changes go through Southern California Edison in most of the city. Those utility steps run alongside the city review.

State Deadlines for Culver City ADU Applications

California requires ministerial review for ADUs and JADUs, which means no discretionary review and no public hearing. Since January 1, 2026, the agency has 15 business days to decide whether an application is complete and must list any missing items in writing. An appeal route is also required, and the agency has 60 business days to issue a final written ruling on one.

For a lot that already has a home, the decision deadline is 60 days from a complete application. If the answer is no, the city owes you a written explanation of each shortfall and the fix for it. These deadlines help, but the overall timeline still depends on the quality of the submittal. Every round of corrections adds time.

Older documents may cite Government Code 65852.2. The state renumbered the ADU statutes to Sections 66310 through 66342 in 2024, so we reference the current sections when responding to comments.

ADU Permits Outside Culver City Limits

Culver City is surrounded mostly by the City of Los Angeles, and the line between them can run down the middle of a block. In Palms, Del Rey and Cheviot Hills, the Los Angeles Department of Building and Safety issues ADU permits under the city of Los Angeles code, and zoning is checked against LA's own rules.

Ladera Heights and View Park-Windsor Hills are unincorporated, so Los Angeles County handles zoning and building review. The county has its own ADU standards, forms and fee schedule.

The state deadlines apply to every one of these agencies, but each has different submittal formats, review staff and inspection procedures. Our first step on every job is pulling the parcel record to see which agency governs it.

Legalizing an Existing ADU in Culver City

Some Culver City properties already have a unit that was built without permits, often a converted garage or a back house. For units that went up without permits before January 1, 2020, Building Safety publishes a Safe ADU and JADU checklist that sets out a path to legalization.

The checklist focuses on health and safety items: smoke and carbon monoxide alarms, safe electrical, working plumbing, egress and structural soundness. We inspect the existing unit against it, note what needs to change and prepare the permit application. Units built after that date generally go through the standard ADU permit process as new work.

What Professional ADU Permit Handling Gives You

01

Complete First ADU Submittal

A complete application starts the state's 60-day clock. We assemble drawings, reports, utility information and forms so the first completeness check goes through cleanly.

02

Plan Check Responses

Plan check comments are answered on the drawings with a written response to each item. Clear responses keep the second review shorter than the first.

03

The Right Permit Agency and Code

Culver City, LADBS and LA County each have different rules. Confirming the jurisdiction first avoids drawing a project to the wrong code.

04

Utility Coordination

Water, sewer and electrical sign-offs run in parallel with city review, so the utility side is ready when the building permit is issued.

FAQs

Culver City ADU Permit FAQ

What is the realistic timeline for a Culver City ADU permit?

By state law, the city gets 15 business days for its completeness review and 60 days for the decision on a lot with an existing home. Total time depends on the number of plan check rounds and any outside reports, so a clean first submittal matters most.

Can Culver City deny my ADU application?

The city can deny an application that does not meet objective standards, but must give a written list of deficiencies and how to correct them. There is no discretionary review or hearing for ADUs.

Are there impact fees on a Culver City ADU?

Not on an ADU of 750 sq ft or less, or a JADU of 500 sq ft or less. Larger ADUs can be charged impact fees proportional to the main house size. Plan check and permit fees still apply.

Do I need a separate permit for the electrical panel upgrade?

The panel upgrade is usually included in the ADU building permit, but the service change also needs coordination with the utility. We include it in the permit set.

Does my HOA need to approve an ADU?

Many single-family lots in Culver City are not in an HOA. Where one exists, state law limits how far it can restrict ADUs on single-family lots, but its reasonable architectural review may still apply.
